On November 23, SENAI held the third edition of the International Seminar on Vocational Education in partnership with the German Federal Institute for Vocational Education (BIBB) and Canal Futura. The event discussed the role of vocational education in Brazil's neo-industrialization.
The aim of the meeting was to identify strategies for boosting vocational education in its relevant role of preparing young people, the professionals of the future, and retraining workers (upskilling and reskilling) for neo-industrialization and the country's socio-economic development in the face of the effects of the digital transformation and the urgent need to transition to a sustainable economy.
The event was attended by national and international panelists and was broadcast in Portuguese, Spanish and Englisch on Youtube by the SENAI channel, with sharing on the social networks of the three institutions.

Elselot Hasselaar
Elselot is Head of the Mission on Work, Wages and Job Creation at the Centre for the New Economy and Society, World Economic Forum. Her areas of work at the Forum centre around working towards a better Future of Work for all. Specifically, she works towards boosting labour market foresight, driving good job creation investment and increasing job quality and wages together with her Mission team
Uallace Moreira
He holds a Master's and PhD in Economic Development from the Institute of Economics of the State University of Campinas (IE/UNICAMP), was a consultant for the Inter-American Development Bank (IDB), Visiting Researcher at the Korea Institute for International Economic Policy (KIEP), and Guest Researcher at the Russian Institute for Strategic Studies (RISS), and Consultant for the Economic Commission for Latin America and the Caribbean (ECLAC). He has experience in International Economics, Industrial Economics and Innovation, with an emphasis on studies on industry, innovation and technological catch-up, international insertion and Economic Development in Brazil and South Korea.
Erik Swars
Erik Swars is Head of International Affairs at the Swiss Federal University for Vocational Education and Training (SFUVET) since more than 10 years. SFUVET is Switzerland’s expert organisation for VET and offers training to VET professionals, conducts VET research, contributes to the development of occupations and supports international cooperation in dual VET. His department implemented successfully more than 50 cooperation projects in skills development all over the world. In his role Erik works closely together with international organizations such as ILO or Global Apprenticeship Network GAN or as a UNESCO-UNEVOC network member. Previously, he worked at the Ecole Polytechnique Fédérale de Lausanne (EPFL) and at Swiss Post. He holds a degree in Economics from the University of Tübingen and an MBA from the University of Lausanne, Switzerland. Erik is author of several articles and publications, among others co-author of the book “Vocational and Professional Education and Training in Switzerland”, published in 2016 in English and 2021 in Chinese.

Passionate about people, culture, leadership, inclusion and transformation. Professional career spanning 28 years in global companies, 17 of them in strategic Human Resources positions.
Business Administrator from FEI, with an MBA from FGV and specialisations in Business Management from FIA/USP and Neurosciences & Behaviour from PUCRS.
Patrícia Barcellos
Patrícia has a degree in “Social Communication: Journalism” from the Pontifical Catholic University of Rio Grande do Sul, a master's degree in Education from the University of Brasilia and a PhD in education from UnB. She has experience in the field of Education and Cinema with an emphasis on TVET, working mainly on the following subjects: professional and technological education, audio-visual, narratives and teacher training. She is currently Director of the Directorate for Policies and Regulation of Professional and Technological Education at the Ministry of Education's Secretariat for Professional and Technological Education.
Luca Jelic
Luca Jelic is a Project Manager and Senior Technical Advisor at BIBB's Division for "International Advisory Services / Cooperation with Partner Institutions". He is responsible for the support of partner institutions in Asia. He works on TVET governance and steering mechanisms focusing especially on the role of the private sector. Before joining BIBB’s International Department, Mr. Jelic functioned as a scientific advisor for a research project on competence development with digital tools.
Before joining BIBB, he has worked as a project manager for international training and qualification projects for Lufthansa Technik AG. His main responsibility was implementing projects initial VET program in different locations in Europe and Asia. Mr. Jelic holds a Master’s degree in Psychology and has also lectured at the International School of Management.
Diana Cáceres-Reebs
Diana Cáceres-Reebs has worked for BIBB as Regional Project Manager for Latin America and as Senior Technical Advisor in the Division “International Advisory Services, Cooperation with Partner Institutions” since 2010. Ms Cáceres-Reebs is responsible for the cooperation activities with BIBB partner institutions in Latin America, including international and multilateral VET stakeholders and organisations. She has provided advisory services on the setting up and reform of vocational education and training systems in Asia (China) as well as in Latin America. Before being at BIBB Ms Cáceres-Reebs worked for the German Development Cooperation (GIZ) in Germany, in Latin America, Mozambique and Southeast Asia. Ms Cáceres-Reebs holds a Master Degree in Political Sciences from the Free University of Berlin, a postgraduate study program of International Cooperation for rural development from the Humboldt University of Berlin and master studies in Monitoring and Evaluation from the Saarland University.
Stefano Merante
Stefano Merante is the programme officer in charge of the Skills Development portfolio within the Employment Policy and Analysis Programme of the International Training Centre of the ILO in Turin (Italy).
He works in the field of TVET and skills development since 2005. After a brief experience in Latin America, he has managed international cooperation and technical assistance programmes and projects in different countries of English-speaking and French-speaking Sub-Saharan Africa.
Training engineer and program manager, he has specific skills and experience in the creation of public-private partnerships, in the development of Recognition of Prior Learning systems and in the digitalization of skills systems. He holds a Master’s degree in Training and Employment Systems Design at the ENSFEA (Toulouse, France), a Master’s degree in International Cooperation for Development at the IUSS - School for Advanced Studies of Pavia (Italy) and a Master’s Degree in Humanities at the State University of Milan (Italy).
Leticia Sanchez
She is currently Leader of Educational Innovation at Tecnológico de Monterrey where she develops and implements innovation projects for the institution's students. She has experience in the design, planning and production of academic and business programmes, as well as pedagogical design for 25 years. She has promoted educational development in Mexico through updating programmes for teachers and school directors at all levels of education. She has degrees in Education and in Computer Systems, as well as a Master's degree in Administration of Educational Institutions. She is certified in Innovation Management and has been a juror in the prestigious QS Reimagine Education Awards for several years. She is a pioneer in the development of innovations such as the hologram-effect teacher. She has published her research on the topics of Telepresence with Hologram Effect, Personalised Learning as well as Adaptive Learning in leading scientific journals.
Felipe Morgado
Felipe Morgado is Superintendent of Vocational and Higher Education at the National Department of the National Industrial Apprenticeship Service (SENAI).
He has over 20 years' experience in the areas of education, planning and management, working in third sector companies, higher education institutions and in the management and implementation of major federal education and work programmes, such as the National Programme for Access to Technical Education and Employment - Pronatec.
He was responsible for developing the first Performance Assessment System for Vocational Education Students and coordinated the 43rd WorldSkills Competition in Brazil, when SENAI and SENAC became world champions.
Leo Gmeiner
My name is Leo Gmeiner, I'm a father of three, and I've been an entrepreneur for 20 years, with four different companies during that time. The most recent is School Guardian, which is a startup in the Education segment, with a presence in 7 other countries besides Brazil. I'm a journalist, IT Manager and have an MBA in Digital Business. I'm also a professor of Entrepreneurship and Innovation on the FIAP MBA, director of the Founder Institute Brazil and Portugal, president of ITESCS - Instituto de Tecnologia do ABC, an analyst for SharkTank Brasil, an advisor to the Education Committee of ABStartups, Bett Brasil and some startups; as well as founder of the Inter-American Association of Edtechs.
Emilena Lorenzon
She is the Deputy Director Superintendent of the Paula Souza Centre since 2019, the largest public vocational education network in Latin America. More than 22 years' experience in the development and management of innovation and investment projects as a consultant for ABGI do Brasil. She has a PhD in Information Science from Unesp and a Master's in Production Engineering from the Federal University of São Carlos. She was the manager of the operational nucleus of the APEX-Brazil export qualification programme in partnership with Fundunesp in the regions of Jaú, Bauru, Botucatu and Marília. Project coordinator at INOVA Paula Souza, Director of the implementation of Fatec Matão, the first dual education college in partnership with local companies. She specialises in financing and fostering innovation and raising long-term financial resources. She has worked in various public and private educational institutions. Extensive experience in public management and in drawing up public policies for professional education.
Luiz Eduardo Leão
Manager of Educational Technologies at SENAI - National Department. He has a degree in Projects from FATEC/UNESP (2006), a specialisation in MBA - Business Consulting from SENAI/SC (2011), and a master's degree in Production Engineering from ITA (2015). He works on projects in the areas of innovation for education and Industry 4.0. His main focus is on identifying the new skills and technologies that will be incorporated by Industry 4.0 in Brazil, with a view to developing new professional profiles and courses, implementing active methodologies, developing and intensifying the use of educational technologies, seeking to contribute to training the professionals of the future.
Barbara von Hunnius
Barbara is a Lead Developer at the Good Evil GmbH in Cologne, Germany where she works on educational games that highlight themes ranging from cultural diversity and ecological awareness to equal opportunities in technical jobs and work security and atmosphere. She holds a Master Degree in Media IT from the University of Cologne and has given talks and workshops at both German and international events like Womenize! or Devcom.
Tristan Hantschel
Tristan is a Game & Level Designer working at Good Evil GmbH in Cologne, Germany. He holds a Bachelor's degree in Game Design from Cologne Game Lab. During his studies, he helped jumpstart the development of XR Games at Cologne TrainING Center, which won a teaching award in 2019. Since graduating, he has worked on a variety of educational games at Good Evil, developed for a diverse set of platforms and audiences. He is also a juror in various game award committees and frequently holds talks and workshops at conferences.
Olivia Ruiz
Mother, wife, expert in TVET, curriculum development, strategic planning, university lecturer in the area of software engineering.
Postgraduate studies in software engineering and higher education.
Currently Director of Vocational Training at Corporación Formados, a private institution that promotes dual technical and technological training in Ecuador.
Software developer for 10 years, involved in education for 10 years, today I work with public and private organizations in the creation and implementation of dual mode careers for different productive sectors in Ecuador.
We also support countries such as Colombia, Peru, Panama and Morocco in dual training.
I enjoy playing a part in changing people and their families through better educational opportunities. I believe that vocational training is the way to achieve better companies, better jobs and better societies.
Henrique Clementino de Souza
He has a degree in Business Administration and Economics from Estácio de Sá University, an MBA in Finance and Controlling from the University of Northern Paraná, an MBA in Business Logistics from the University Centre of Rio Grande do Norte and a Master's degree in Geosciences from the Federal University of Rio Grande do Norte. His work at Senac-RN is centred on professional education related to the Management and Business axis, with a focus on the commerce segment at the professional apprenticeship qualification level.
Henrique Nogueira
Graduated in Control and Automation Engineering from the Federal University of Itajubá with an interlude at Nassau Community College - NY and Stony Brook University - NY. He has worked on various control and automation systems projects, developing skills and knowledge in infrastructure, data acquisition systems, networks and communication protocols. Currently as an Innovation Agent at SENAI-SP, he works on the development and implementation of industrial and educational solutions, seeking high-impact solutions with the help of enabling technologies to improve performance, increase performance and guarantee better results for industries and educational centres.
Hugo Nakatani
Specialist in Industrial Development with 11 years' experience at SENAI/DN in Brazil. He has a master's degree in Intellectual Property and Technology Transfer for Innovation - PROFNIT and a degree in Pedagogy. His work focuses on innovation, the development of educational technologies, large-scale assessment and digital transformation for education.
