24th Brazil-Japan Business Council Plenary Meeting
July 5th and 6th, 2023

On the 5th and 6th of July, the Brazilian National Confederation of Industry – CNI, in partnership with the Federation of Industries of Japan – Keidanren, and the support of the Federation of Industries of the State of Minas Gerais – FIEMG, will hold the 24th Brazil-Japan Business Council Plenary Meeting, at the SESIMINAS Cultural Center, in Belo Horizonte, Minas Gerais.
The purpose of the Meeting between Brazil and Japan is to bring together the business communities of the two countries and discuss initiatives to expand trade flow and investments, in addition to strengthening the bilateral cooperation in matters relevant to the relationship.
This edition the discussion during the Plenary will focus on the economic outlook of both countries, on neo-industrialization, diversification of global value chains, technological cooperation, industrial decarbonization and international cooperation for digitization and industry 4.0.
About The Council
The Brazil-Japan Business Council was established in 1974 by the Brazilian and Japanese private sectors, represented by CNI and Keidanren.
The Council is a bilateral mechanism, and its members are Brazilian and Japanese companies and business entities.
The Japanese Section of the Council is hosted by Keidanren and chaired by Mitsui's CEO. The Brazilian Section of the Council is hosted by CNI and chaired by Vale's CEO.

Robson Braga de Andrade
President of the Brazilian National Confederation of Industry - CNI
President of CNI since 2010. Graduated in mechanical engineering, he chairs the National Advisory Board of Sebrae and is a member of the Council for Economic and Social Development of the Presidency of the Republic and of the National Industrial Development Council. He was president of the Federation of Industries of the State of Minas Gerais (FIEMG) for eight years.
Flávio Roscoe
President of the Federation of Industries of the State of Minas Gerais, Fiemg
Businessman from the textile sector. He took over the presidency of Fiemg in 2018 and was re-elected for a new term from 2022 to 2025. Member of the Council of Representatives of CNI and the Board of Directors of the Brazilian Textile and Apparel Industry Association, ABIT. President of the Regional Council of SESI and of the Regional Council of SENAI of the State of Minas Gerais. Director-partner of ColorTextil Participações Ltda., ColorTextil Nordeste Ltda., Itatextil Ltda. and FTX Ltda.
Ricardo Alban
President of the Federation of Industries of the State of Bahia
Mechanical engineer and business administrator, he took over the presidency of the Federation of Industries of the State of Bahia in 2014 and was re-elected in 2021. Vice-President of the Brazilian National Confederation of Industry (CNI) in the 2018/2023 administration, he is a member of SESI’s National Council, of the Economic and Social Development Council (CDES), of the Advisory Board of Sebrae Bahia, and, since 2023, of Unigel's Agro Advisory Board. He is also a Managing Partner of Fábrica de Biscoitos Tupy S/A since 1987 and held various positions at Citibank between 1982 and 1986.
Eduardo Bartolomeo
President of the Brazilian Section of Cebraj and CEO of Vale
CEO of Vale since 2019, with solid experience in integrated bulk commodity operations, supply chain, and business turnaround. He was also CEO of Base Metals, in Canada, and CEO of Logistics Operations.
Tatsuo Yasunaga
Chairman of the Japan Section at Cebraj and Managing Director of Mitsui
Joined Mitsui & Co. in 1983 and held positions in China, Southeast Asia, the United States, Latin America, Russia, and the Middle East, focusing on engineering projects. He has also worked at the World Bank and Toyo Engineering Corporation and has been Vice President of Keidanren since 2020.
Jorge Viana
President of the Brazilian Trade, and Investment Promotion Agency – Apex Brasil
Forest Engineer. Professor of the master’s degree program at the Brazilian Institute of Teaching, Development and Research. Has been involved in politics since the 90’s. He was governor, senator, and mayor in Acre. He was also first vice-president of the Senate. In the Senate, he was the rapporteur of the New Brazilian Forest Code, the New Biodiversity Access Law, the Science, Technology and Innovation Code, and a member of the Environment Commission and president of the Foreign Relations and National Defense Commission, among other official missions in Brazil and abroad.
Octávio Côrtes
Brazilian Ambassador to Japan
Ambassador to Japan since July 2022. He began his diplomatic career in 1986 and has been ambassador to Bolivia, Ethiopia, Djibouti, and South Sudan, as well as represented Brazil at the African Union.
Márcio Fernando Elias Rosa
Executive Secretary of the Ministry of Development, Industry, Commerce and Services of Brazil
Graduated in Law, holds a master’s and a doctorate degree in State Law. He was also a professor of Administrative Law and Collective Protection. In São Paulo he was a member of the Public Ministry; Secretary of Justice and Citizenship, President of Fundação Casa, Attorney General, and Promoter of Justice for Diffuse and Collective Rights and Promoter of Justice and Citizenship.
Alexandre Silveira
Minister of State for Mines and Energy of Brazil
Graduated in Law, he worked as police delegate of Minas Gerais, having retired as Delegate General. He has held several public positions, among them Secretary of State of Metropolitan Management and Secretary of Health in Minas Gerais. He was elected federal deputy for two terms in 2006 and 2010. Recently, in 2022, he took office as Senator of the Republic. He took over the command of the Ministry of Mines and Energy in January 2023.
Yoshimasa Hayashi
Japanese Foreign Minister
Graduated in Law and Master in Public Administration. He has served in various cabinet positions, including as Minister of Defense, Minister of State for Economic and Fiscal Policy, Minister of Agriculture, Forestry and Fisheries, and Minister of Education, Culture, Sports, Science and Technology. He was elected five times to the House of Councilors in Yamaguchi. In 2021, he was elected for the first time to the House of Representatives. He has served on a wide range of committees, including the Committee on Foreign Affairs and Defense, the Transpacific Partnership Agreement (TPP) Special Committee, and the Special Committee on IT Strategy and the Constitution Committee. Before entering politics, he
worked in the trade and energy sectors. He joined Mitsui & Co. Ltd. in 1984.
Teiji Hayashi
Japanese Ambassador to Brazil
Career diplomat. Took over the Embassy in December 2021. He was assistant minister of the Office for Latin America and the Caribbean and sub-sherpa of the Ministry of Foreign Affairs of Japan for the G7 and G20. He also served in Japan's embassies in China and Argentina.
Romeu Zema
Governor of the state of Minas Gerais, Brazil
Business administrator, he began his political career in 2018 as governor of the state of Minas Gerais and was re-elected in 2022. As entrepreneur, he took over Lojas Zema in 1991, where he accomplished the feat of turning four stores into 430 stores in the states of Minas Gerais, São Paulo, Goiás, Mato Grosso do Sul, Bahia, and Espírito Santo. He is a former Chairman of the Board of Directors of Zema Group, a position he held from 1990 until the end of 2016.
Eduardo Eugenio Gouvêa Vieira
President of the Federation of Industries of (the state of) Rio de Janeiro - FIRJAN, since 1995
Engineer. Chairman of the Wise Group on the Brazilian side – Group of Notables for the Strategic Economic Partnership between Japan and Brazil – and honorary Consul of South Corea in Rio de Janeiro. President of the Deliberation Board of the ONIP (National Organization of Petroleum Industries) since 1999. Worked for almost 40 years at the Empresas Petróleo Ipiranga and was responsible for the implementation and development of the company in the fields of chemistry and petrochemistry. Was a member of many Administration Boards, President of the Brazilian Association of the Chemistry Industry – ABIQUIM, and of the National Counsel of SESI. Currently a member of the Conselho de Administração da Boa Esperança S.A.
Giuliana Morrone
Journalist, and lecturer
Has a career of over 30 years as a reporter of national and international politics. Participated in the coverage of all electoral campaigns in Brazil since the end of the military dictatorship. She was a correspondent for five years in the United State and monitored the campaign that led Barack Obama to the presidency.
Mário Sérgio Carraro Telles
Executive Manager of the Economics Department
Mário Sérgio Carraro Telles, holds a degree in Economics from UFMG and a Master's degree in Economics from CEDEPLAR/UFMG. With 23 years of experience in the industrial sector, he was manager of the economics department at the Federation of Industries of Minas Gerais (FIEMG) and, for the last 16 years, has worked with fiscal and tax policy at CNI. He also taught as Professor of Economics at UFMG, at Centro Universitário Newton Paiva, and at Rede de Ensino Doctum.
Akihiko Kisaka
President, Country Head of Brazil of MUFG Bank
Has a bachelor’s degree in Mechanics. Held management positions in different areas of Mitsubishi UFJ Bank for 8 years. He was Executive Director of Investments at Mitsubishi UFJ Morgan-Stanley Securities Co., Ltd and before assuming the leadership of MUFG Bank in Brazil, he served as Managing Director of the Strategic Research Division.
João Irineu Medeiros
Vice President of the Motor Vehicle Manufacturers Association and Vice President of Product Regulation and Compliance at Stellantis
With 35 years in the automotive industry and with experience in areas such as Product Engineering, Product Development, Product Planning. Graduated in Mechanical Engineering from the Federal University of Minas Gerais, with a post-graduate degree in Structural Engineering from UFMG and in Economic Engineering from Fundação Dom Cabral, an MBA in Business Management from Fundação Dom Cabral and a post-MBA from the Kellogg School of Management Chicago, Northwerstern University.
Guilherme Bez Marques
International Institutional Relations, BRF
Graduated in Law and in International Relations, has a master’s degree in International Law and an MBA in Institutional and Governmental Relations. He was Manager and Director of the Secretariat of International Affairs of the State Government of Santa Catarina, founding member of Investe SC and professor of Law and International Relations at the University of Vale do Itajaí. Currently works with International Institutional Relations at BRF, responsible for the relationship, negotiation, and representation before international governmental bodies and institutions.

He has a Master's and a Doctorate degree in Social Sciences. Before assuming the executive management position at JBS in 2022, he worked at the President's Office and was Agribusiness Manager at ApexBrasil.
Masahiro Inoue
CEO, Latin America & Caribbean Region of Toyota Motor Corporation
Joined Toyota Motor Corporation in 1987. Studied in Santa Catarina, Brazil as a student sent by the company. After working in Canada for 4 years and in Brazil for 6 years, he served in international sales planning and project planning in Japan. He was General Manager of the Latin America and Caribbean Division in Tokyo and, as of April 2019, was appointed CEO of TLAC (Toyota Latin America and Caribbean Region). He is currently based in São Paulo and is responsible for 40 countries in Latin America and the Caribbean region.
Takahiro Kumamoto
Vice President, International Affairs of Japan Tobacco
Holds a master’s in Business Administration. He joined Japan Tobacco more than 24 years ago, having held positions in the duty free, tobacco business planning, and corporate affairs and communications divisions. Prior to becoming Vice President in 2021, he was Director of Investor Relations and Media Relations and Director of Corporate Regulatory Affairs and Scientific Affairs.
Gustavo Biscassi
Head of External Relations at Vale
Lawyer specialized in Tax Law, with a master’s degree in Law. Responsible for institutional engagement with stakeholders in the international sphere. Besides working in Brazil and other countries where the company is present, Gustavo leads Vale's institutional area in China, with an office in Beijing. At Vale since 2020, he served as Senior Manager of Institutional and Governmental Affairs of the Southeast Corridor. With over 15 years of professional experience in consumer goods and beverage, mining, and services companies.
Pedro Paulo Dias Mesquita
Manager of Mining and Mineral Processing at the National Bank for Economic and Social Development (BNDES)
Holds a degree in Economy, a master’s degree in Public Policies, Strategies and Development, and a postgraduate in Financial Management, Controlling and Auditing. Worked with policies to support innovation and as advisor to the president of the Brazilian Financier of Studies and Projects (Finep). He served as Manager of Sectoral Intelligence in the Department of Mining and Metals and in the Department of Basic and Extractive Industries of the National Bank for Economic and Social Development (BNDES). He was also Secretary of Geology, Mining and Mineral Transformation at the Ministry of Mines and Energy, until August 2022.
Hernane Genu
New Business Development Head for E2G & Energy Transition, Raízen
Industrial Engineer by education and holding a MBA degree from Insper, Hernane’s carrer has been built over biofuels trading and logistics in Raízen, developing decarbonization solutions together with multiple geographies and various applications such as biofuels, bioplastics, bio-chemicals.
Kazuhiko Kamada
Director of the Board, Senior Executive Officer of Oji Holdings Corporation
Economist. He began his career at Marubeni Corporation in 1983 and has held management positions in areas such as forest products and timber. He joined Oji Holdings in 2013 and has held various leadership positions with stints on the Boards of Oji Forest & Products, Oji Holdings Corporation. As Director of the Board of Oji Holdings, he chaired Celulose Nipo-Brasileira S.A. (CENIBRA) from 2019 to 2022. He currently serves as Chairman of the Board of CENIBRA.
Yuki Kodera
President of Mitsui & Co. (Brasil) S.A.
Since 1985, when he began his career at Mitsui, he has served in management positions in the iron ore divisions of various sections. Among these positions, he was Director of Operations and Manager in corporate planning and administrative divisions in the mineral resources and metals areas. In Brazil, he held the position of Manager of the metallic raw materials department in the Rio de Janeiro branch and, in 2019, he became President of the company in the country.
Rafael Lucchesi
Director of Education and Technology at CNI, Director General of SENAI and Director Superintendent of SESI
Economist and professor at the State University of Bahia. He is Co-Chairman of the Skills Accelerator of the World Economic Forum Brazil and Chairman of the Board of Directors of the BNDES, and heads other boards of public companies and other institutions. He is also President of Worldskills Americas and official delegate of Brazil to Worldskills and was a member of the Worldskills Council. Lucchesi served in the Government of Bahia as Secretary of State for Science, Technology, and Innovation and as President of the National Council of Secretary for Science, Technology, and Innovation Affairs - CONSECTI. He led the implementation of SENAI Institutes of Innovation and Technology and the creation of the Brazilian Association for Industrial Research and Innovation - EMBRAPII.

He began his career as a systems developer at Banco Itaú where he worked for 20 years, going through the internationalization of the bank. Worked in Portugal, Luxembourg, Argentina, USA, and Cayman. He was previously Manager of Credit Risks. Before assuming the global vice-presidency, he was a consultant at Stefanini and worked at TCS and HCL as Business Vice-president for Latin America.
Yasushi Tanabe
CEO of NEC Latin America, NEC Corporation
Graduated in Economics. He has held positions in the company's business areas, mainly commercial and administrative, in Japan, Colombia, and in the European region, and has been CEO of NEC in Argentina for almost two years. The executive holds a career of 34 years at NEC. He was president of the company in Brazil from 2018 to 2020 and, since 2020, he has been CEO in Latin America.
Yasutoshi Miyoshi
President, and CEO of Hitachi South America
President of Hitachi South America Ltda. since 2019 and of Hitachi-Mycom Maintenance and Solutions Ltda. since 2020. He currently holds the positions of Director of the Council and the Metal-Mechanical Department of the Japanese Chamber of Commerce and Industry in Brazil. Previously, he served as Sales Director for Hitachi Kokusai Linear Electronic Equipment in Latin America and promoted business in the communications and digital transmission sector.
